Rental Agreement
North Carolina Transitional Housing Program
This document sets forth the rental terms and conditions governing tenancy at a Genesis Valor transitional housing property, including rent obligations, security deposit terms, maintenance responsibilities, and tenant rights under North Carolina law.

Section 1
Parties & Premises
Landlord / Provider
Genesis Valor ("Landlord" or "Provider"), a North Carolina transitional housing organization, agrees to rent the premises described herein to the Resident named in the intake documentation ("Tenant" or "Resident"). Rental Premises
The rental premises consist of an assigned bedroom unit within a Genesis Valor transitional housing property located in Wake County, North Carolina (the "Property"). The specific property address and assigned unit will be identified in the Resident's intake documentation. The Tenant is also granted the right to use designated common areas — including the kitchen, living room, laundry facilities, and outdoor spaces — subject to the House Rules & Code of Conduct.
Nature of Tenancy
This Agreement creates a month-to-month tenancy. Residency is also subject to the Genesis Valor Resident Agreement, which governs program participation requirements. In the event of a conflict between this Rental Agreement and the Resident Agreement regarding program requirements, the Resident Agreement controls. In the event of a conflict regarding tenancy rights and obligations under North Carolina law, this Rental Agreement controls.
Section 2
Term & Rent
Lease Term
This Agreement begins on the move-in date established during intake and continues on a month-to-month basis. Either party may terminate this Agreement with written notice as specified in the Termination section below. Continued tenancy beyond any initial period is subject to the Tenant's compliance with all terms of this Agreement and the Genesis Valor Resident Agreement.
Monthly Rent
The monthly rent amount is established during intake and documented in the Tenant's intake paperwork. Rent is due on the date specified at intake — typically the first of each month or the anniversary of the move-in date. Genesis Valor staff will confirm the specific due date and amount in writing at intake.
Late Rent
Rent not received by the due date is considered past due. Genesis Valor will make reasonable efforts to work with Tenants experiencing temporary financial hardship before pursuing remedies for non-payment. Tenants must proactively communicate financial difficulties to their case manager or Genesis Valor staff before the due date — do not wait until rent is past due.
Accepted Payment Methods
Accepted payment methods will be communicated by Genesis Valor staff at intake. Tenants are responsible for ensuring timely payment regardless of the method used. Receipts or written confirmation of payment will be provided upon request.
Utilities
Utilities — including electricity, water, gas, and internet where available — are included in the monthly rent unless otherwise specified in writing at intake. Genesis Valor reserves the right to adjust the rent amount with proper written notice if utility costs change materially.
Section 3
Security Deposit
Deposit Amount
A security deposit in the amount established at intake may be required prior to or at move-in. The security deposit amount will be documented in the Tenant's intake paperwork. If no security deposit is required, that will be noted in the intake documentation.
Permitted Uses
The security deposit may be applied by Genesis Valor to: unpaid rent; the cost of repairing damage to the premises caused by the Tenant, the Tenant's guests, or any person the Tenant permitted onto the property, beyond normal wear and tear; and any other amounts owed by the Tenant under this Agreement as permitted by North Carolina law.
Return of Deposit
Genesis Valor will return the security deposit, less any lawful deductions, within 30 days after the Tenant vacates the premises and returns all keys and access credentials, in accordance with the North Carolina Tenant Security Deposit Act (N.C. Gen. Stat. § 42-50 et seq.). An itemized written statement of any deductions will be provided with the return of the deposit or within the statutory period.
Normal Wear and Tear
Genesis Valor will not deduct from the security deposit for normal wear and tear — meaning deterioration that occurs through ordinary, reasonable use of the premises over time. Examples of normal wear and tear include minor scuffs on walls, small nail holes from hanging pictures, and carpet wear from regular foot traffic. Damage beyond normal wear and tear — including large holes in walls, stains, broken fixtures, or damage caused by misuse — may be deducted from the deposit.
Section 4
Occupancy & Use of Premises
Permitted Occupants
Only the Tenant named in this Agreement is authorized to reside in the assigned unit. Unauthorized occupants are not permitted. Guests are subject to the visitor policy in the House Rules & Code of Conduct. Permitting an unauthorized occupant to reside at the Property is a material breach of this Agreement.
Permitted Use
The premises shall be used solely as a private residential dwelling. No business, commercial, or illegal activity may be conducted on the premises. The Tenant shall comply with all applicable laws, ordinances, and regulations governing the use of the premises.
Condition at Move-In
The Tenant accepts the assigned unit in the condition documented on the Room Condition Report completed at move-in. The Tenant is responsible for maintaining the unit in a clean, sanitary, and orderly condition throughout the tenancy. The Tenant shall not make any alterations, modifications, or improvements to the unit without prior written approval from Genesis Valor.
Personal Property
Genesis Valor is not responsible for the loss, theft, or damage of the Tenant's personal property. Tenants are encouraged to keep valuables secured. Genesis Valor does not carry insurance covering tenants' personal belongings. Tenants may obtain renter's insurance at their own expense.
Pets
Pets are not permitted on Genesis Valor property unless the Tenant has a documented disability requiring a service animal or emotional support animal and has received prior written approval from Genesis Valor. Requests for reasonable accommodations related to assistance animals will be reviewed in accordance with applicable fair housing law.
Section 5
Maintenance & Repairs
Landlord Obligations
Genesis Valor agrees to maintain the Property in a habitable condition in compliance with applicable housing codes and the implied warranty of habitability under North Carolina law. Genesis Valor will make repairs necessary to keep the Property safe and habitable within a reasonable time after receiving written notice from the Tenant.
Tenant Obligations
The Tenant agrees to: keep the assigned unit and any personal storage areas clean and sanitary; promptly report any maintenance issues, damage, or safety hazards to Genesis Valor staff; dispose of trash and waste in designated receptacles; and refrain from causing damage to the Property or its furnishings.
Reporting Maintenance Issues
Maintenance requests must be submitted to Genesis Valor staff in writing or through the process communicated at orientation. Emergency maintenance issues — including gas leaks, flooding, electrical hazards, or security failures — must be reported to staff immediately by phone at 919-587-7808. Genesis Valor will make reasonable efforts to address emergency issues promptly and non-emergency issues within a reasonable time.
Tenant-Caused Damage
The Tenant is financially responsible for any damage to the Property — including the assigned unit, common areas, and furnishings — caused by the Tenant, the Tenant's guests, or any person the Tenant permitted onto the Property, beyond normal wear and tear. The cost of repairing such damage may be deducted from the security deposit, billed to the Tenant, or both.
Entry by Landlord
Genesis Valor may enter the assigned unit with reasonable advance notice to the Tenant — typically at least 24 hours — for the purpose of making repairs, conducting inspections, or showing the unit to prospective tenants. Entry without notice is permitted only in cases of emergency where immediate entry is necessary to protect health or safety. All entries will be conducted in a respectful manner.
Section 6
Tenant Conduct & House Rules
Incorporation of House Rules
The Genesis Valor House Rules & Code of Conduct, Safety & Security Policy, Emergency & Crisis Procedures, and Move-In/Move-Out Procedures are incorporated into this Agreement by reference. The Tenant acknowledges receipt of these documents and agrees to comply with all provisions. Violation of the House Rules is a breach of this Rental Agreement.
Substance-Free Property
Genesis Valor maintains a substance-free environment. The use, possession, or storage of illegal drugs, controlled substances, drug paraphernalia, or alcohol on Genesis Valor property is strictly prohibited and constitutes a material breach of this Agreement.
Zero Tolerance Conduct
The following conduct constitutes a material breach of this Agreement and will result in immediate termination of tenancy: physical violence or threats of violence against any person; possession of weapons on the property; sexual misconduct; drug trafficking or distribution; gang activity; and any conduct that endangers the safety of other residents, staff, or the community.
Noise & Quiet Hours
The Tenant agrees to observe quiet hours as established in the House Rules & Code of Conduct. Excessive noise that disturbs other residents at any hour is prohibited. Specific quiet hours will be communicated at orientation.
Respect for Community
The Tenant agrees to treat all other residents, staff, volunteers, and visitors with dignity and respect. Harassment, bullying, intimidation, and discrimination based on any protected characteristic are prohibited.
Section 7
Termination & Notice
Tenant Notice to Vacate
A Tenant who wishes to vacate must provide written notice to Genesis Valor at least 30 days before the intended move-out date, unless otherwise agreed in writing. Written notice may be delivered in person to Genesis Valor staff or by email to [email protected]. The notice must state the intended move-out date.
Landlord Notice to Terminate
Genesis Valor may terminate this Agreement by providing written notice to the Tenant. The notice period will be at least 7 days for non-payment of rent and at least 30 days for termination without cause, in accordance with North Carolina law (N.C. Gen. Stat. § 42-14). Immediate termination without advance notice is permitted for zero tolerance violations that endanger the safety of other residents, staff, or the community.
Termination for Cause
Genesis Valor may terminate this Agreement for cause, including but not limited to: non-payment of rent; material violation of the House Rules & Code of Conduct; zero tolerance violations; failure to participate in required program activities; or providing false information in the application or during the tenancy. The notice period for termination for cause will depend on the severity of the violation.
Vacating the Premises
Upon termination of this Agreement — whether by the Tenant or by Genesis Valor — the Tenant must vacate the assigned unit and remove all personal belongings by the date and time specified in the notice. The Tenant must return all keys and access credentials to Genesis Valor staff. The unit will be inspected in accordance with the Move-In/Move-Out Procedures. Personal belongings not removed by the vacate date may be disposed of after a reasonable holding period as communicated by staff.
Holdover Tenancy
If the Tenant remains in possession of the premises after the termination date without Genesis Valor's written consent, the Tenant becomes a holdover tenant and Genesis Valor may pursue all remedies available under North Carolina law, including summary ejectment proceedings.
Section 8
Fair Housing & Legal Provisions
Non-Discrimination
Genesis Valor complies with all applicable federal and state fair housing laws, including the Fair Housing Act (42 U.S.C. § 3601 et seq.) and the North Carolina Fair Housing Act (N.C. Gen. Stat. § 41A-1 et seq.). Genesis Valor does not discriminate in the rental of housing on the basis of race, color, religion, national origin, disability, sex, age, sexual orientation, gender identity, veteran status, or any other protected characteristic. Residents who believe they have been subjected to housing discrimination may contact HUD at 1-800-669-9777 or the North Carolina Human Relations Commission.
Reasonable Accommodations
Genesis Valor will provide reasonable accommodations to persons with disabilities as required by applicable fair housing law. Requests for reasonable accommodations or modifications should be submitted in writing to Genesis Valor staff. Genesis Valor will engage in an interactive process to evaluate each request.
Governing Law
This Agreement is governed by the laws of the State of North Carolina, including the North Carolina Residential Rental Agreements Act (N.C. Gen. Stat. § 42-38 et seq.) and the North Carolina Tenant Security Deposit Act (N.C. Gen. Stat. § 42-50 et seq.). Any dispute arising under this Agreement that is not resolved informally shall be subject to the jurisdiction of the courts of Wake County, North Carolina.
Entire Agreement
This Rental Agreement, together with the Genesis Valor Resident Agreement, House Rules & Code of Conduct, Safety & Security Policy, Emergency & Crisis Procedures, and Move-In/Move-Out Procedures, constitutes the entire agreement between the parties with respect to the tenancy and supersedes all prior agreements and understandings. This Agreement may be amended only by a written instrument signed by both parties.
Severability
If any provision of this Agreement is found to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.
Section 9
Acknowledgment
By accepting residency at Genesis Valor following review of this document, the Tenant acknowledges and agrees to the following:
Receipt & Understanding
The Tenant has received, read, and understands this Rental Agreement and all incorporated documents, including the House Rules & Code of Conduct, Safety & Security Policy, Emergency & Crisis Procedures, and Move-In/Move-Out Procedures. The Tenant has had the opportunity to ask questions and has received satisfactory answers.
Voluntary Agreement
The Tenant enters into this Agreement voluntarily and understands the terms and conditions of the tenancy, including the rent amount, due date, security deposit terms, and grounds for termination.
Compliance with Rules
The Tenant agrees to comply with all terms of this Rental Agreement, the Resident Agreement, and all incorporated program policies throughout the tenancy.
Consequences of Non-Compliance
The Tenant understands that material violation of this Agreement may result in termination of tenancy and removal from the Property in accordance with North Carolina law.
