Resident Rights & Responsibilities
Genesis Valor is committed to upholding the rights of every resident. In return, every resident shares responsibility for maintaining a safe, respectful, and supportive community.
This document is provided to every resident at intake and is incorporated into the Resident Agreement. Rights and responsibilities go hand in hand — a community where everyone's rights are respected is only possible when everyone takes their responsibilities seriously.
Part I
Your Rights as a Genesis Valor Resident
These rights belong to you from the moment you move in. They cannot be waived, suspended, or taken away as a form of discipline.
Dignity & Respect
Right to Dignified Treatment
Every resident has the right to be treated with dignity, courtesy, and respect by all Genesis Valor staff, volunteers, and fellow residents at all times. No resident shall be subjected to verbal abuse, humiliation, ridicule, or any treatment that demeans their worth as a person.
Right to Non-Discrimination
Every resident has the right to receive housing and services without discrimination based on race, color, religion, national origin, disability, sex, age, sexual orientation, gender identity, gender expression, veteran status, familial status, source of income, or any other characteristic protected under federal, state, or local law — including the Fair Housing Act (42 U.S.C. § 3601 et seq.) and the North Carolina Fair Housing Act (N.C. Gen. Stat. § 41A-1 et seq.).
Right to Cultural Respect
Every resident has the right to have their cultural background, language, religious beliefs, and personal identity respected. Genesis Valor will make reasonable efforts to accommodate cultural and religious practices that do not conflict with program requirements or the safety of the community.
Privacy & Confidentiality
Right to Privacy
Every resident has the right to privacy in their personal space, personal communications, and personal matters. Staff will provide reasonable notice before entering a resident's assigned bedroom except in cases of emergency. Residents have the right to send and receive personal mail and to make private phone calls without staff monitoring.
Right to Confidentiality of Records
Every resident has the right to confidentiality of their personal information, case records, health information, and program participation details. Genesis Valor will not disclose resident information to third parties without the resident's written consent except as required by law, including mandatory reporting obligations, court orders, or imminent safety threats.
Right to Access Personal Records
Every resident has the right to request access to their own program records maintained by Genesis Valor. Requests to review personal records should be submitted in writing to the assigned case manager. Genesis Valor will respond to records requests in a timely manner and in accordance with applicable law.
Right to Privacy Among Residents
Every resident has the right to have their personal information, circumstances, and program participation kept private from other residents. Residents may not share, discuss, or disclose information about fellow residents to others inside or outside the program.
Safe & Habitable Environment
Right to Safe Housing
Every resident has the right to live in a safe, clean, and habitable environment. Genesis Valor is responsible for maintaining the property in a condition that meets applicable housing standards, including functioning heat, plumbing, electricity, and structural integrity. Residents should promptly report any habitability concerns to staff.
Right to Freedom from Violence
Every resident has the right to live free from physical violence, threats, intimidation, harassment, and sexual misconduct. Genesis Valor maintains zero tolerance for violence and will take immediate action — including termination of the offending resident's residency and referral to law enforcement — in response to any act of violence or credible threat.
Right to Freedom from Harassment
Every resident has the right to live free from harassment, bullying, and discrimination by staff, volunteers, or fellow residents. Any resident who experiences or witnesses harassment should report it to staff immediately. All reports will be investigated promptly and without retaliation.
Right to Emergency Assistance
Every resident has the right to call 911 or seek emergency assistance at any time without interference. No staff member or fellow resident may prevent a resident from contacting emergency services. Genesis Valor staff are available to assist residents in accessing emergency resources.
Services & Support
Right to Case Management
Every resident has the right to be assigned a case manager and to receive individualized case management services as part of the Genesis Valor program. Residents have the right to participate meaningfully in the development of their individualized service plan and to have their goals, preferences, and strengths reflected in that plan.
Right to Referrals & Resources
Every resident has the right to receive referrals to community resources, supportive services, and programs that may assist them in achieving housing stability. This includes referrals to employment services, mental health and substance use treatment, legal aid, financial assistance, healthcare, childcare, and other services as appropriate to individual need.
Right to Reasonable Accommodation
Every resident with a disability has the right to request a reasonable accommodation in Genesis Valor's rules, policies, practices, or services when such accommodation is necessary to afford equal opportunity to use and enjoy the housing and program. Requests for reasonable accommodation should be submitted in writing to staff and will be reviewed in good faith in accordance with applicable fair housing law.
Right to Discharge Planning
Every resident has the right to receive discharge planning assistance as they transition out of the Genesis Valor program, whether upon successful program completion or for other reasons. Discharge planning may include referrals to permanent housing resources, community services, and other support as appropriate to individual circumstances.
Voice & Participation
Right to Be Heard
Every resident has the right to express concerns, ask questions, and provide feedback about their housing, services, and program experience without fear of retaliation. Genesis Valor values resident input and is committed to creating an environment where residents feel safe raising concerns.
Right to Grievance Process
Every resident has the right to file a grievance regarding any Genesis Valor decision, staff conduct, or program condition that they believe is unfair, incorrect, or in violation of their rights. Grievances will be acknowledged within 5 business days and reviewed in a fair, timely, and impartial manner. Residents will receive a written response and may request a review by program leadership if not satisfied.
Right to Advocate for Yourself
Every resident has the right to advocate for themselves and to have a support person, advocate, or legal representative present during meetings with Genesis Valor staff, including grievance proceedings, if they choose. Residents may contact Legal Aid of North Carolina (1-866-219-5262) for free legal assistance.
Right to Contact External Agencies
Every resident has the right to contact external agencies — including the North Carolina Human Relations Commission, the U.S. Department of Housing and Urban Development (HUD), law enforcement, or any other government agency — without interference or retaliation from Genesis Valor. Filing a complaint with an external agency does not affect a resident's program standing.
Legal Rights
Right to Legal Counsel
Every resident has the right to consult with an attorney or legal advocate at any time. Genesis Valor will not interfere with a resident's access to legal counsel. Residents who cannot afford an attorney may contact Legal Aid of North Carolina at 1-866-219-5262 for free civil legal assistance.
Right to Know Program Rules
Every resident has the right to receive a clear, written explanation of all program rules, requirements, fees, and the consequences of non-compliance before or at the time of move-in. Residents have the right to ask questions about any rule or requirement and to receive a clear answer.
Right to Notice Before Termination
Every resident has the right to receive written notice before termination of residency, except in cases of immediate termination for zero tolerance violations. The notice will specify the reason for termination and the date by which the resident must vacate. Residents have the right to respond to a termination notice through the grievance process.
Right to Vote
Every resident has the right to register to vote and to exercise their right to vote. Genesis Valor will not interfere with any resident's voter registration or voting activity. Staff can provide information about voter registration resources upon request.
Part II
Your Responsibilities as a Genesis Valor Resident
These responsibilities are conditions of your residency. Meeting them protects your place in the program and supports the entire community.
Program Participation
Engage Actively in Case Management
Residents are responsible for attending all scheduled case management meetings, communicating honestly and openly with their case manager, and actively working toward the goals established in their individualized service plan. Residents must notify their case manager promptly of any significant changes in circumstances, including changes in income, employment, health, legal status, or family situation.
Work Toward Housing Stability
Residents are responsible for taking concrete steps toward permanent housing stability as identified in their service plan. This includes pursuing employment, education, or other income-generating activities; managing finances responsibly; building savings; and engaging with referrals and resources provided by Genesis Valor.
Participate in Required Activities
Residents are responsible for participating in all program activities required by their service plan or program guidelines, including life skills workshops, financial literacy programming, peer support groups, community service, and any other activities specified as conditions of residency.
Communicate Proactively
Residents are responsible for communicating proactively with staff about challenges, concerns, and needs. Do not wait until a situation becomes a crisis. Early communication allows staff to provide support and prevents small problems from becoming grounds for termination.
Community Conduct
Treat Others with Respect
Residents are responsible for treating all other residents, staff, volunteers, and visitors with dignity and respect at all times. This includes refraining from verbal abuse, harassment, intimidation, threats, and any conduct that demeans or harms another person.
Contribute to a Positive Community
Residents are responsible for contributing to a positive, supportive, and safe community environment. This means being a considerate neighbor, respecting shared spaces, following quiet hours, and supporting fellow residents in their journey toward stability — not undermining it.
Respect Fellow Residents' Privacy
Residents are responsible for respecting the privacy of fellow residents. Do not share, discuss, or disclose information about other residents to anyone inside or outside the program. Do not photograph or record other residents without their explicit consent.
Resolve Conflicts Constructively
Residents are responsible for addressing conflicts with fellow residents in a calm, constructive, and non-violent manner. If a conflict cannot be resolved directly, residents should request staff assistance or mediation rather than allowing the situation to escalate.
Property Care
Maintain Your Space
Residents are responsible for keeping their assigned bedroom clean, sanitary, and free of clutter at all times. This includes regular cleaning, proper disposal of trash, and maintaining the space in a condition that does not create health or safety hazards for themselves or others.
Care for Common Areas
Residents are responsible for leaving all common areas — including the kitchen, bathrooms, laundry room, living areas, and outdoor spaces — clean and orderly after each use. Common areas are shared by all residents and must be maintained with consideration for the entire community.
Report Maintenance Issues Promptly
Residents are responsible for promptly reporting any maintenance issues, damage, or safety hazards to staff. Early reporting prevents small problems from becoming larger, more costly issues. Residents must not attempt to repair or modify any part of the property without prior written authorization from Genesis Valor.
Be Accountable for Damage
Residents are financially responsible for any damage to the property — including the assigned bedroom, common areas, and furnishings — caused by themselves, their guests, or any person they permitted onto the property, beyond normal wear and tear. Residents must report damage to staff immediately, regardless of how it occurred.
Rules Compliance & Accountability
Know and Follow All Program Rules
Residents are responsible for reading, understanding, and complying with all Genesis Valor program policies, including the House Rules & Code of Conduct, Safety & Security Policy, Emergency & Crisis Procedures, Move-In/Move-Out Procedures, and the Resident Agreement. Claiming ignorance of a rule is not a defense to a violation.
Maintain a Substance-Free Environment
Residents are responsible for maintaining their own sobriety and for not bringing illegal drugs, controlled substances, drug paraphernalia, or alcohol onto Genesis Valor property. Residents are also responsible for not enabling or facilitating substance use by fellow residents. Residents in recovery who experience a relapse are responsible for seeking help immediately.
Comply with Curfew & Check-In Requirements
Residents are responsible for complying with all curfew and check-in requirements as established in the House Rules & Code of Conduct. Residents who will be absent overnight must notify staff in advance in accordance with the procedure communicated at orientation.
Be Honest with Staff
Residents are responsible for being honest with Genesis Valor staff at all times. Providing false information — whether in the application, during intake, or at any point during the program — is a material violation of the Resident Agreement and may result in termination of residency.
Pay Program Fees on Time
Residents are responsible for paying the program participation fee on time as established in the Resident Agreement. Residents experiencing financial hardship must contact their case manager before the fee is past due — not after. Proactive communication about financial difficulties is always treated more favorably than non-payment without notice.
