Resident Agreement
North Carolina Transitional Housing Program
This document sets forth the terms and conditions governing participation in the Genesis Valor transitional housing program. All residents are required to review and agree to these terms as a condition of residency.

Section 1
Parties, Term & Program Overview
Parties to This Agreement
This Residency Agreement ("Agreement") is entered into between Genesis Valor ("Provider") and the individual named in the intake documentation ("Resident"). This Agreement governs the terms and conditions of the Resident's participation in the Genesis Valor transitional housing program located in Wake County, North Carolina.
Nature of the Arrangement
This Agreement establishes a transitional housing program placement. It does not create a landlord-tenant relationship under the North Carolina Residential Rental Agreements Act (N.C. Gen. Stat. § 42-38 et seq.). Genesis Valor provides transitional housing as part of a structured supportive services program. Residency is contingent upon continued participation in and compliance with all program requirements.
Term
The initial term of this Agreement begins on the move-in date established during intake and continues on a month-to-month basis unless otherwise specified in writing. Continued residency beyond the initial term is subject to program availability, the Resident's progress toward housing stability goals, and compliance with all program requirements. The maximum program duration will be communicated during intake and may be extended at the sole discretion of Genesis Valor based on individual need and program capacity.
Program Purpose
Genesis Valor's transitional housing program provides safe, stable, and affordable housing combined with wraparound supportive services to individuals and families working toward permanent housing stability. The program is designed to bridge the gap between crisis and long-term self-sufficiency. Participation in supportive services is a condition of residency, not optional.
Section 2
Occupancy & Use of Premises
Assigned Space
The Resident is assigned a specific bedroom unit at the Genesis Valor property identified during intake. The Resident may not transfer to a different room or unit without prior written approval from Genesis Valor staff. Unauthorized occupation of any other room or unit is a violation of this Agreement.
Permitted Occupants
Only the Resident named in this Agreement is authorized to reside in the assigned space. Unauthorized occupants — including family members, partners, or friends — are not permitted to reside at the property. Guests are subject to the visitor policy set forth in the House Rules & Code of Conduct. Permitting an unauthorized occupant to reside at the property is grounds for immediate termination of this Agreement.
Use of Common Areas
The Resident has the right to use designated common areas — including the kitchen, living areas, laundry facilities, and outdoor spaces — in accordance with the House Rules & Code of Conduct and any posted rules. Common areas must be left clean and orderly after each use. Exclusive or prolonged occupation of common areas that prevents other residents from using them is prohibited.
Condition of Premises
The Resident accepts the assigned space in the condition documented on the Room Condition Report completed at move-in. The Resident is responsible for maintaining the assigned space in a clean, sanitary, and orderly condition throughout the term of residency. The Resident shall not make any alterations, modifications, or improvements to the assigned space — including painting, installing fixtures, or affixing items to walls — without prior written approval from Genesis Valor.
Personal Property
Genesis Valor is not responsible for the loss, theft, or damage of the Resident's personal property. Residents are encouraged to keep valuables secured. Genesis Valor does not carry insurance covering residents' personal belongings. Residents may obtain renter's insurance at their own expense.
Pets
Pets are not permitted on Genesis Valor property unless the Resident has a documented disability requiring a service animal or emotional support animal and has received prior written approval from Genesis Valor. Requests for reasonable accommodations related to assistance animals will be reviewed in accordance with applicable fair housing law.
Section 3
Program Participation Fee
Program Fee
In consideration of housing and supportive services, the Resident agrees to pay a program participation fee as established during intake and documented in the Resident's intake paperwork. The program fee is not rent within the meaning of North Carolina landlord-tenant law. It is a fee for participation in a structured transitional housing and supportive services program.
Payment Schedule
The program participation fee is due on the date specified during intake, typically the first of each month or the anniversary of the Resident's move-in date. Genesis Valor staff will communicate the specific due date in writing at intake. Fees not received by the due date are considered past due.
Accepted Payment Methods
Accepted payment methods will be communicated by Genesis Valor staff at intake. Residents are responsible for ensuring timely payment regardless of the method used. Residents experiencing financial hardship should contact their case manager immediately — do not wait until the fee is past due.
Non-Payment
Failure to pay the program participation fee as agreed is a material violation of this Agreement and may result in termination of residency. Genesis Valor will make reasonable efforts to work with Residents experiencing temporary financial hardship before initiating termination proceedings. Residents must proactively communicate financial difficulties to their case manager.
No Refunds
Program participation fees are non-refundable except as required by applicable law or as otherwise agreed in writing by Genesis Valor. Fees paid for a period during which the Resident is terminated for cause will not be refunded.
Section 4
Program Participation Requirements
Case Management
The Resident agrees to actively participate in case management services as a condition of residency. This includes attending all scheduled case management meetings, communicating honestly with the assigned case manager, working toward the goals established in the individualized service plan, and notifying the case manager of any significant changes in circumstances, including changes in income, employment, legal status, or health.
Individualized Service Plan
Within the first 30 days of residency, the Resident and case manager will develop an individualized service plan identifying the Resident's housing stability goals, support needs, and action steps. The Resident agrees to work toward the goals in the service plan and to participate in plan reviews as scheduled. The service plan is a living document and will be updated as circumstances change.
Employment & Income
Residents are expected to actively pursue employment, education, vocational training, or other income-generating activities as appropriate to their individual circumstances and as identified in the service plan. Residents who receive disability benefits, Social Security income, or other fixed income sources are expected to manage those resources responsibly and in accordance with the service plan. Genesis Valor staff can assist with employment referrals, resume preparation, and job search support.
Savings & Financial Planning
Residents are strongly encouraged to participate in financial literacy programming and to establish a savings plan as part of their transition to permanent housing. Genesis Valor may offer or refer residents to financial coaching, banking access, and savings programs. Participation in financial planning activities may be required as a condition of continued residency as specified in the service plan.
Community Service & Program Activities
Residents may be required to participate in community service, life skills programming, peer support groups, or other program activities as specified in the service plan or program guidelines. Participation requirements will be communicated clearly at intake and in the service plan.
Curfew & Check-In
Residents are subject to curfew and check-in requirements as established in the House Rules & Code of Conduct and communicated at intake. Curfew requirements may be adjusted over time based on the Resident's progress and program phase. Residents who will be absent overnight must notify staff in advance in accordance with the notification procedure communicated at intake.
Section 5
Resident Conduct & House Rules
Incorporation of House Rules
The Genesis Valor House Rules & Code of Conduct, Safety & Security Policy, Emergency & Crisis Procedures, and Move-In/Move-Out Procedures are incorporated into this Agreement by reference and have the same force and effect as if set forth herein in full. The Resident acknowledges receipt of these documents and agrees to comply with all provisions.
Substance-Free Environment
Genesis Valor maintains a substance-free environment. The use, possession, or storage of illegal drugs, controlled substances, drug paraphernalia, or alcohol on Genesis Valor property is strictly prohibited. Violation of the substance-free policy is a material breach of this Agreement and may result in immediate termination of residency. Residents in recovery who relapse are encouraged to seek help immediately — proactive disclosure to the case manager will be considered in the response.
Zero Tolerance Conduct
The following conduct constitutes a material breach of this Agreement and will result in immediate termination of residency: physical violence or threats of violence against any person; possession of weapons on the property; sexual misconduct; drug trafficking or distribution; gang activity; and any conduct that endangers the safety of other residents, staff, or the community. Zero tolerance violations may also result in referral to law enforcement.
Respect for Community
The Resident agrees to treat all other residents, staff, volunteers, and visitors with dignity and respect. Harassment, bullying, intimidation, and discrimination based on any protected characteristic are prohibited. The Resident agrees to contribute to a positive, supportive community environment.
Noise & Quiet Hours
The Resident agrees to observe quiet hours as established in the House Rules & Code of Conduct. Excessive noise that disturbs other residents at any hour is prohibited. Quiet hours and specific noise standards will be communicated at orientation.
Section 6
Maintenance & Property Care
Resident Responsibilities
The Resident is responsible for keeping the assigned bedroom and any personal storage areas clean, sanitary, and free of clutter. The Resident shall promptly report any maintenance issues, damage, or safety hazards to staff. The Resident shall not attempt to repair or modify any part of the property without prior written authorization from Genesis Valor.
Damage
The Resident is financially responsible for any damage to the property — including the assigned bedroom, common areas, and furnishings — caused by the Resident, the Resident's guests, or any person the Resident permitted onto the property, beyond normal wear and tear. The cost of repairing damage may be deducted from any security deposit held, billed to the Resident, or both. Genesis Valor reserves the right to pursue recovery of damage costs through appropriate legal channels.
Maintenance Requests
Maintenance requests must be submitted to staff in writing or through the process communicated at orientation. Emergency maintenance issues — including gas leaks, flooding, electrical hazards, or security failures — should be reported to staff immediately by phone. Genesis Valor will make reasonable efforts to address maintenance issues in a timely manner.
Inspections
Genesis Valor staff may conduct inspections of the assigned bedroom and common areas with reasonable notice to the Resident, except in cases of emergency where immediate entry is necessary to protect health or safety. Inspections will be conducted in a respectful manner. Residents are encouraged to be present during inspections but are not required to be.
Section 7
Termination of Residency
Voluntary Departure
A Resident who wishes to voluntarily leave the program is expected to provide advance written notice as specified in the intake documentation — typically 30 days. Voluntary departure with proper notice allows Genesis Valor to plan for the Resident's transition and to make the space available to another individual in need. Residents departing voluntarily are eligible for discharge planning assistance.
Program Completion
Upon successful completion of the program, Genesis Valor will work with the Resident to transition to permanent housing. Program completion is determined by achievement of the goals in the individualized service plan and readiness for independent housing as assessed by the case manager and program staff.
Termination for Cause
Genesis Valor may terminate this Agreement for cause, including but not limited to: material violation of the House Rules & Code of Conduct; zero tolerance violations; non-payment of the program participation fee; failure to participate in required program activities; providing false information in the application or during the program; or any conduct that endangers the safety of other residents, staff, or the community. The notice period for termination for cause will depend on the severity of the violation and may be immediate for zero tolerance violations.
Notice of Termination
Except in cases of immediate termination for zero tolerance violations, Genesis Valor will provide written notice of termination specifying the reason and the date by which the Resident must vacate the property. The Resident will have an opportunity to respond to the notice as described in the grievance procedure. Notice will be provided in a manner consistent with applicable law and Genesis Valor policy.
Vacating the Property
Upon termination of this Agreement — whether voluntary or for cause — the Resident must vacate the assigned space and remove all personal belongings by the date and time specified in the termination notice. The Resident must return all keys and access credentials to staff. The property will be inspected in accordance with the Move-In/Move-Out Procedures. Personal belongings not removed by the vacate date may be disposed of after a reasonable holding period as communicated by staff.
Discharge Planning
Genesis Valor is committed to supporting every Resident's transition, including those terminated for cause. To the extent possible given the circumstances, Genesis Valor will provide referrals to community resources, shelter options, and other support services at the time of termination. The availability of discharge planning assistance for terminations for cause is at the discretion of Genesis Valor staff.
Section 8
Resident Rights & Grievance Procedure
Resident Rights
Every Resident of Genesis Valor has the right to: be treated with dignity and respect; receive services without discrimination based on race, color, religion, national origin, disability, sex, age, sexual orientation, gender identity, veteran status, or any other protected characteristic; privacy in personal matters; confidentiality of personal information except as required by law or safety; a safe and habitable living environment; access to their case manager and program staff; and a fair and timely response to grievances.
Fair Housing
Genesis Valor complies with all applicable federal and state fair housing laws, including the Fair Housing Act (42 U.S.C. § 3601 et seq.) and the North Carolina Fair Housing Act (N.C. Gen. Stat. § 41A-1 et seq.). Residents who believe they have been subjected to housing discrimination may contact the U.S. Department of Housing and Urban Development (HUD) at 1-800-669-9777 or the North Carolina Human Relations Commission.
Grievance Procedure
A Resident who has a complaint or concern about a Genesis Valor decision, staff conduct, or program condition may submit a written grievance to Genesis Valor staff. Grievances will be acknowledged within 5 business days and reviewed in a fair and timely manner. The Resident will receive a written response to the grievance. If the Resident is not satisfied with the response, they may request a review by program leadership. The grievance process does not limit the Resident's right to contact external agencies or seek legal counsel.
Confidentiality
Genesis Valor will maintain the confidentiality of the Resident's personal information in accordance with applicable law, including the Health Insurance Portability and Accountability Act (HIPAA) where applicable, and Genesis Valor's Privacy Policy. Information may be shared with third parties only with the Resident's written consent or as required by law, including mandatory reporting obligations.
Mandatory Reporting
Genesis Valor staff are mandatory reporters under North Carolina law. Staff are required by law to report suspected child abuse or neglect (N.C. Gen. Stat. § 7B-301), suspected abuse or neglect of disabled adults (N.C. Gen. Stat. § 108A-102), and any credible threat of imminent harm to an identifiable person. Mandatory reporting obligations supersede confidentiality.
Section 9
Legal Provisions
Governing Law
This Agreement is governed by the laws of the State of North Carolina. Any dispute arising under this Agreement that is not resolved through the grievance procedure shall be subject to the jurisdiction of the courts of Wake County, North Carolina.
Non-Tenancy Acknowledgment
The Resident acknowledges and agrees that this Agreement does not create a landlord-tenant relationship and that the Resident does not have the rights of a tenant under the North Carolina Residential Rental Agreements Act (N.C. Gen. Stat. § 42-38 et seq.) or the North Carolina Tenant Security Deposit Act (N.C. Gen. Stat. § 42-50 et seq.). The Resident's right to occupy the premises is contingent upon continued participation in and compliance with the Genesis Valor program.
Entire Agreement
This Agreement, together with the House Rules & Code of Conduct, Safety & Security Policy, Emergency & Crisis Procedures, Move-In/Move-Out Procedures, and the individualized service plan, constitutes the entire agreement between the parties with respect to the subject matter hereof and supersedes all prior agreements, representations, and understandings. This Agreement may be amended only by a written instrument signed by both parties.
Severability
If any provision of this Agreement is found to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect. The invalid provision shall be modified to the minimum extent necessary to make it enforceable, or if it cannot be so modified, it shall be severed from this Agreement.
Waiver
The failure of Genesis Valor to enforce any provision of this Agreement on one occasion shall not be construed as a waiver of that provision or of the right to enforce it on any future occasion.
Notice
All notices required or permitted under this Agreement shall be in writing and delivered to the Resident in person, posted on the Resident's door, or delivered by any other method reasonably calculated to provide actual notice. Notices to Genesis Valor shall be delivered to staff in person or by email to [email protected].
Section 10
Acknowledgment & Execution
By signing this Agreement (or by accepting residency at Genesis Valor following review of this document), the Resident acknowledges and agrees to the following:
Receipt & Understanding
The Resident has received, read, and understands this Residency Agreement, the House Rules & Code of Conduct, the Safety & Security Policy, the Emergency & Crisis Procedures, and the Move-In/Move-Out Procedures. The Resident has had the opportunity to ask questions and has received satisfactory answers.
Voluntary Participation
The Resident enters into this Agreement voluntarily and understands that participation in the Genesis Valor program is a privilege, not a right, and is contingent upon continued compliance with all program requirements.
Program Requirements
The Resident understands and agrees to comply with all program participation requirements, including case management, service plan goals, program activities, curfew, and the substance-free environment policy.
Non-Tenancy
The Resident understands that this Agreement does not create a landlord-tenant relationship and that the rights and protections of the North Carolina Residential Rental Agreements Act do not apply to this arrangement.
Consequences of Non-Compliance
The Resident understands that violation of this Agreement or the incorporated program policies may result in termination of residency and removal from the property.
